Tragic Shooting Involving Off-Duty Officer in North Andover: A Community in Shock

On the evening of Monday, June 30, 2025, an incident unfolded in a quiet North Andover neighborhood that left the community in shock. Kelsey Fitzsimmons, a 28-year-old officer from the North Andover Police Department and a recent new mother, was shot and wounded during an armed confrontation with fellow officers who had arrived at her home to serve her with an abuse prevention restraining order. The incident has left both the local law enforcement community and the public reeling, raising many questions about what exactly transpired.

According to the Essex County District Attorney’s Office, the incident began when three officers arrived at Fitzsimmons’ residence at approximately 8:23 p.m. to serve the restraining order. The court order was related to an undisclosed situation, but it was reported that the circumstances led to a confrontation between Fitzsimmons and the officers. In what was described as an unfortunate and complex situation, one officer discharged their firearm during the altercation, striking Fitzsimmons.

Authorities have confirmed that Fitzsimmons was given immediate medical aid at the scene and was later transported to a nearby hospital, where she remains in stable condition. Although the extent of her injuries has not been fully disclosed, it has been confirmed that her wound is not life-threatening. As the investigation into the incident progresses, the identities of the officers involved in serving the restraining order have not yet been released.

The community was left stunned by the turn of events, particularly considering Fitzsimmons’ status within the North Andover Police Department. Sources close to the department describe Fitzsimmons as a dedicated and capable officer who was well-regarded for her community policing efforts. Known for her warmth and professionalism, Fitzsimmons had earned the respect and admiration of her colleagues and the community alike. Many expressed disbelief upon hearing the news, with one officer saying, “She’s someone who always wanted to serve, to make a difference. No one saw this coming.”

The unsettling nature of this incident has prompted a thorough investigation by the Essex County District Attorney’s Office and Massachusetts State Police. Investigators are currently focused on reviewing witness statements, body camera footage (if available), and forensic evidence from the scene to understand what led to the escalation. As the investigation continues, law enforcement has committed to providing transparency and making sure all facts are reviewed carefully before drawing conclusions.

The shooting of Fitzsimmons raises important legal and procedural questions. In Massachusetts, 209A restraining orders are typically issued to protect individuals from harm, especially in cases involving domestic violence or threats. However, the specifics surrounding this particular restraining order remain unclear. It is unknown at this point what led to the restraining order being issued against Fitzsimmons and whether she was informed about it prior to the officers’ arrival.

The District Attorney’s Office, led by Paul Tucker, has assured the public that a full and transparent investigation will take place. “We are committed to a thorough and transparent investigation,” Tucker said. “At this point, all facts are being carefully reviewed.” These assurances, however, do little to quell the rising anxiety within the community, especially in a town known for its relative peace and calm.

As more details emerge, many in the community have taken to social media to offer support to Fitzsimmons. Given the immense pressures faced by law enforcement officers, particularly those who balance the demands of duty with the personal challenges of new parenthood, many have expressed compassion for the officer involved. Some have pointed out the difficulty of maintaining emotional stability while facing intense stressors in both personal and professional spheres.

Mental health advocates have also weighed in, recognizing the emotional and psychological toll that such incidents take on both the officers involved and their families. “This is a human tragedy on multiple levels,” said a local mental health professional. “It’s critical that the officer receives care, both physically and emotionally, and that the full truth is pursued with dignity.”

As the investigation moves forward, the officer who fired the shot has been placed on administrative leave, which is standard procedure in police-involved shootings. This step is intended to ensure an unbiased investigation into the circumstances of the shooting. Authorities are expected to gather additional evidence, including witness statements and forensic analysis, to help piece together what transpired during the confrontation.

For now, the town of North Andover and the surrounding community await clarity on the events that led to the shooting of one of their own officers. There are many unanswered questions, such as what prompted the restraining order, why the confrontation escalated to the point of gunfire, and how this will affect all parties involved, including the officer who was injured, her family, and the law enforcement department.

This incident underscores the ongoing need for clear communication, accountability, and mental health support for law enforcement officers. It also highlights the importance of addressing the emotional well-being of officers who face high-pressure situations both on and off the job.

While the community of North Andover comes to terms with the emotional and psychological aftermath of this tragic event, there is hope that the investigation will provide answers and that justice will be served. As the days unfold, many will be left to reflect on the balance between law enforcement duty and personal challenges, and how the system can better support officers in their work.

For Fitzsimmons, the road ahead will likely be long, both physically and emotionally. The officer, a young mother and valued community member, now faces the daunting task of recovery, both legal and personal. However, the community’s support for her and her family remains strong, and the desire for clarity and justice is palpable.

As North Andover grapples with the implications of the incident, the need for safety, transparency, and compassion continues to resonate throughout the community. The investigation remains active, and further updates are expected in the coming days. Meanwhile, residents and law enforcement alike continue to hope for healing and a better understanding of what led to this devastating event.
