A tragic and heartbreaking incident has shaken the law enforcement community and the town of Murphy, North Carolina, after a detention officer was shot and killed during a routine inmate transport.
Francisco Paul Flattes, a 56-year-old African American detention officer with the Cherokee County Sheriff’s Office, was fatally shot on duty after an inmate he was escorting to a medical appointment managed to seize his firearm and escape.
The suspect, 48-year-old Kelvin Simmons, was being transported to a nearby orthopedic clinic for treatment when a violent altercation occurred. During the struggle, Simmons overpowered Officer Flattes and took his service weapon, fatally shooting him. The chilling incident took place just outside the clinic, according to reports from My Fox 8.
Following the shooting, Simmons fled into the parking lot, where he stole a vehicle that had just arrived. Authorities say he sped east on U.S. Route 64, triggering an immediate manhunt. Deputies from neighboring Clay and Macon Counties were quickly alerted, and Simmons was located shortly after. He was taken into custody following a brief standoff and now faces a first-degree murder charge.
Simmons was already in custody on charges related to a bank robbery and a prior escape in October 2024, raising serious questions about his transport and supervision.
Officer Flattes had served with the Cherokee County Sheriff’s Office for four years and was widely known for his dedication, compassion, and courage. His wife, who also works at the same detention center, and his grieving family are now being supported by colleagues and members of the community.
“This is a tremendous loss for our department and the people of Cherokee County,” said Sheriff Dustin Smith. “Officer Flattes was a brave and selfless public servant. Our hearts go out to his family.”
A GoFundMe campaign launched to support the Flattes family has already raised nearly $11,000 as the community rallies to honor his life and service.
One other officer suffered injuries during the incident but is expected to recover.
