    Teenager with Autism Found in Federal Custody After Missing for Days

    A teenager with autism, Emanuel Gonzalez Garcia, who had been missing for several days, was discovered to be in federal custody. The 17-year-old from Houston went missing on October 4, 2025, and was later found by firefighters who discovered him claiming to be homeless and from another country. The discovery sparked a series of misunderstandings, leading to his family unknowingly searching for him while he was under federal care.

    What Happened

    Emanuel was found by firefighters in Houston on the same day he went missing. Houston police spent hours with him, but when they were unable to identify him, they were advised by Child Protective Services (CPS) to contact the Department of Health and Human Services (DHHS). Emanuel was subsequently placed under the care of the Office of Refugee Resettlement (ORR), part of the DHHS, where he remained for several days.

    Meanwhile, his family, who had no knowledge of his whereabouts, were distributing flyers and searching for him. His mother, Maria, spoke to Emanuel for the first time since his disappearance on Friday, via a 30-minute FaceTime call.

    Family’s Efforts and Miscommunication

    Initially, the family and some organizations, including FIEL (an immigrant-led civil rights group), believed Emanuel was in the custody of Immigration and Customs Enforcement (ICE). However, an ICE spokesperson clarified that at no point was Emanuel in ICE custody. Instead, the agency stated that once no family could be identified, they helped Houston Police Department (HPD) place Emanuel with the ORR.

    Despite the clarification, Emanuel’s family remains in a difficult position. Immigration attorney Charles C. Foster expressed concern, saying that while parents normally want to recover their child, doing so could risk potential arrest by ICE.

    Emanuel’s Health and Future

    FIEL has been actively involved in reviewing the situation, ensuring Emanuel’s well-being. According to Cesar Espinosa of FIEL, Emanuel is physically well but understandably frightened. His family is eager to reunite with him, but legal and bureaucratic obstacles remain.

    Juvenile migrants only have certain legal protections if they were victims of abuse or neglect, and it remains unclear when or if the family will be reunited with Emanuel. The Houston Police Department confirmed that all necessary checks were made to verify if Emanuel was missing before he was placed with ORR.

    The situation remains unresolved as FIEL continues to assess its options, and the family holds on to hope for a reunion. This case has highlighted the complexities surrounding the custody of minors and the role of various federal agencies, leaving many questioning how to ensure the safety and reunification of families, especially under challenging circumstances.
